Preheat the oven to 350F.
While oven is preheating, toss shallots and garlic with 1-2 T. of olive oil, salt, and pepper.
Place on a parchment paper lined sheet pan and roast at 350F for 10-15 minutes or until golden brown. Remove from oven and cool.
Using a blender, combine shallots, garlic, Dijon, honey and balsamic vinegar, and blend until smooth.
Slowly add olive oil in slow stream until emulsified.
Adjust seasonings and enjoy!
